Worcester's City Council consists of eleven council members, including the Mayor & Councilor-at-Large, Joe Petty. These eleven elected officials serve as the legislative body of the city. City Council members are responsible for representing the interests and needs of their city and community. There are six Councilors-at-Large and five Councilors that each represent a specific district in Worcester (Districts 1-5).

City Council History
Worcester was first established as a town in 1722 and became a city in 1848. The first Mayor of the City of Worcester was Levi Lincoln in 1848. The Worcester City Council, the policy-setting arm of the City, derives its powers from the City Charter. Learn more about the City Council through the years.

Generally, the City Council convenes four times per month on Tuesday evenings. The meeting dates and agendas are posted in advance on the Municipal Calendar.

The process involves public meetings and a vote by City Council members. Councilors establish and put in place public policy to meet the changing needs of Worcester.
Every fiscal year, they also review and approve the City’s operating and capital budget. Councilors track City services to guarantee their efficiency and reasonable cost.
The terms of the City Council and Mayor are two years. Elections for seats on the City Council are held in odd numbered years.
An individual may Petition the City Council on a wide range of topics including the condition of streets and sidewalks, street lighting, public safety, housing, zoning, taxation, traffic, parking and many others. The deadline for filing a petition is 4:15 p.m. on the Thursday preceding each Tuesday Council meeting.
